Software Development Request Management System

Problem Statement
Our department receives requests for changes to existing software and requests for new software projects. Our current manual method is inefficient and unorganized. It is not really managed, as individual programmers are told of changes to make rather than the department as a whole. Requests often lack critical information that delays their acceptance. Once a request is received, we have no easy way for the organization to find out what action is being taken (or not taken). We need to log requests from many remote locations, including home offices.
Mission Statement
Manufacture and sell stuff to make a profit in such a way as to encourage our customers to buy more of it from us.
Departmental Mission Statement
We will develop, maintain, and enhance software applications for the benefit of the organization we are a part of.
Business Objectives
O-0001: Make a profit.

 
Almost all business objectives trace back to these statements but are typically “customized” to the organization.

O-0002: Minimize costs.
O-0003: Maximize revenue.
O-0004: Be a market leader.
O-0005: Provide a good work environment.
Departmental Objectives
DO-0001: Track software development requests.
DO-0002: Provide request status to the organization as needed.
DO-0003: Initiate all software development requests in a uniform manner.
DO-0004: Have software developers be able to grab requests to work on in between other assigned tasks.
DO-0005: Group software development requests for maximum development efficiency.
DO-0006: No approved requests wait for action for more than 1 month.
DO-0007: Requests are evaluated and approved or rejected within 1 month.
Project Goals
G-0001: Deploy an Internet/Intranet software request management tool that meets all objectives by 01-Mar-2000.
G-0002: Provide statistical measures of the quality of the project deliverables.
G-0003: Learn and use the Personal and Team Software Processes (PSP and TSP) for the project deliverables.
G-0004: Develop web-based technology skills.
IG-0001: Establish our credentials in business rules-based and web-based software development.
