Oscar Chappel is currently the Strategic R&D Rule Architect and Information Architect at DST Health Solutions, Inc. In nearly 20 years of practical application he has used Object-Oriented technologies and rules to design and implement rule-based solutions in defense, manufacturing, insurance, entertainment, finance, and health care industries. Highlights include the design and implementation of


  • The first rule-based targeting and fire support analysis simulation used by the U.S. Army.


  • A rule-based sales distribution planning system for a nationally-known baking company.


  • A rule-based performance categorization tool for use in the insurance industry.


  • A business rule-based approach for health care claim processing, separating claim validation logic and externalizing the business rules.



Oscar has earned an MS in Industrial Engineering from Kansas State University (1985) and a BS in Engineering from United States Military Academy at West Point (1971). He has more than 600 hours of formal education/training covering Object-Oriented Analysis and Design, knowledge acquisition, knowledge representation, rule system architecture, rule system theory, and rule system construction.
