Oscar has earned an MS in Industrial Engineering from Kansas State University (1985) and a BS in Engineering from United States Military Academy at West Point (1971). He has more than 600 hours of formal education/training covering Object-Oriented Analysis and Design, knowledge acquisition, knowledge representation, rule system architecture, rule system theory, and rule system construction.
